Puppy mills breed dogs in quantity like livestock for the pet dog market, using dogs of unknown health background, often inferior conformation and raising them in unsanitary circumstances without proper socialization. These pups are often sold in pet shops and by middlemen or "brokers" posing as ethical breeders. Experienced, ethical breeders breed carefully from documented sound stock and interview their prospective puppy buyers very carefully.
